Explosive Damage currently allows half of the damage to bypass Cover. While this was meant to reflect the sheer power of an explosive weapon, grenades also explode. And ignore cover entirely. Grenades are left in the dust. For the past several weeks I have been attempting to discuss a change to Explosive damage, changing its damage effect from partial cover bypass to instead inflicting a non-stacking -1 ER penalty on impact. The reasoning behind this effect is simple. How many mobile suits can take a cannon blast and not stagger? The answer is: not many. To reflect this change, I'm also suggesting the rebranding of Explosive to Blast.
Blast: On impact the target suffers a -1 Evasion Rating penalty for that round. Does not stack.
Alternatively, Explosive could be retained alongside Blast, but modified.
