History:
Blair was always an imaginative person, even as a little kid. While that imagination would just as often lead him into all sorts of trouble, it was also an undeniable gift. Though Blair was a scrappy kid and thus took to combat training naturally in order to protect his village, he couldn't help but watch as other residents struggled and lumbered through their jobs. It always made him think "isn't there a better way to do things?". Blair would often find himself distracted by that thought, whenever he wasn't throwing himself into training or some fantastical imaginary adventure. It was a thought that would stick with him for years, and eventually he'd take more proactive methods in exploring it. Maybe there WAS a better way to do things, and maybe HE would be able to help.
In time the village residents would notice that whenever Blair wasn't busy getting combat training drilled into him, he'd be running about the village picking up all sorts of things. He'd ask for random items, pieces of lumber or metal, even pick up scraps of broken tools that would otherwise be burned or melted down. It was the subject of much humorous discussion and speculation as to what Blair could be up to. Perhaps he was trying to build a fort? Or perhaps an imaginary bandit for him to fight? It wasn't until after several weeks that the village would finally see what Blair had made; it was a rudimentary tiller of sorts, designed to churn up and cultivate the ground and make things easier for the farmhands to work. It wasn't perfect however; when Blair first tried to show it off the tiller only managed to make it a few yards before it broke apart from the strain. But in what little ground it had covered the tiller had done its job, and the village residents were shocked that a 12-year-old boy could make something like it with so little help and only the scraps he found around the village.
The farmers and the craftsmen of the village were impressed, and with Blair's design as a basis combined with their own experience were able to make a perfected version that greatly increased the efficiency of their cultivation. It filled Blair with utmost pride that his invention had become such an asset to his village, and he quickly set out to try and assist his village further. Though he was adamant about not missing out on his training either, as he enjoyed it as much as he enjoyed tinkering with new ideas and schematics.
This pattern continued for eight years, and over those eight years Blair's ideas and inventions continued to improve time and time again. Eventually it got to the point that among the nearby villages Blair's devices became worthwhile trade material, expanding the use of the devices, encouraging both regular construction of his equipment and Blair ever further. Eventually Blair had started working on one of his most significant inventions; the basic prototype of an actual engine. But on the very day he was going to test his potentially revolutionary design, right before it began, was when "it" happened.
With an earth-rumbling impact Blair's entire life was turned upside down when gigantic monstrosities of metal with an almost mocking likeness to humans landed from the sky and without a word began to destroy his village indiscriminately. Their weapons were about as useful as the bites of the common ant, and even the defensive measures Blair had conceptualized with the assistance of his fellow guardsmen were mere annoyances to their destroyers. Abandoning his prototype Blair rushed to help with the evacuation efforts and get as many of the villagers to safety as possible. Far too many people Blair saw be massacred by the weaponry of these armored giants or simply crushed under their feet, but preparation and imagination proved to be Blair's saviors. In those eight years Blair had thoroughly explored the surrounding terrain and had been able to find the most direct route to a nearby cave system that cut through the shrubbery, covering the tracks of the remaining villagers and allowing them to escape the massacre.
It was when moving through the cave system with the intent of reaching the other side of the mountain that Blair's group came across a patrol from the inhabitants of what would be later explained to them as "Vault 36". Tired, dirty, frightened, but alive, the remaining survivors of Blair's village had nonetheless finally found asylum and an explanation as to what had attacked their village and killed so many of their friends and family. But Blair? More than asylum and a few answers, Blair had found both means and materials. Materials to further his inventing and designs, and the means to wreak retribution against the monsters that had annihilated his home under foot.

Appearance:
Standing at precisely five feet even with messy moss-green hair, Blair's lack of stature and pale complexion stands in heavy contrast to a lean and well-toned build, built up by an enduring passion in both machinery and martial arts. Passions reflected in the many scars of varying sizes that adorn Blair's arms and hands. Blair's state of dress trends towards modest clothing with long sleeves, but will usually wear light and loose clothing when training or tinkering. Blair's orange-brown eyes are best described as bright yet analytical in nature, almost like a bird of prey.
Personality:
Blair's personality is difficult to sum up in one word, if only because sometimes it can seem as if he has more than one. Often working to the beat of his own drum, Blair has an imaginative mind and is passionate about whatever might catch his interest. It goes so far that Blair has a habit of often excessively focusing on a particular subject of interest, sometimes to the point of obsession and sleep deprivation. Though this imaginative nature allows Blair the ability to improvise and a desire to be prepared, it also means Blair has difficulty focusing on the things he can't find a similar passion for. He'll often be quick to forget matters that lack importance or significance to him, will frequently laze about and be slow to work without proper motivation, and be quite impatient to get back to things more aligned with his current interests. This often causes Blair to come off as flaky and selfish, albeit through no mal-intent on his part. But on those occasions where Blair can form a genuine connection with someone, they'll find themselves with a loyal friend and staunch ally ready to come to their aid, whether it be on the battlefield or a shoulder to cry on.
Despite a fickle nature that can come across as self-serving, Blair has a strong moral core and a sense of "basic decency" that implores him to help the downtrodden and disenfranchised whenever he's capable of it. A very empathetic individual with a strong intuition, Blair is often quick to pick up when someone might be bothered or agitated about a subject and more often than not, be it an individual or an animal, if they need help Blair will find himself trying to lend a hand. Unfortunately due to this strong sense of empathy and desire to help Blair just as often struggles with the idea that he is in fact incapable of saving everyone, often moving to his own detriment if it means he might be able to lend a hand to an innocent soul in need of help. Despite this Blair remains unwavering and determined, willing to stand in the firing zone and against the odds so as to protect innocents.
That's not to say that Blair is any sort of saint; on the contrary, his vices can be just as prominent as his virtues. While normally a kind and gentle if flighty individual, Blair's temper can be easily inflamed if some particular buttons find themselves pressed. On the occasion of meager slights Blair might simply respond with blunt insults and sarcastic remarks, but when it comes to severe offenses Blair will not hesitate to respond with ear-piercing retorts and downright vicious physical violence. As a result of this despite his short stature Blair can be quite intimidating when the circumstances call for it, especially when aggravated. Self-conscious and quick to recall his own shortcomings and failures, the normally humble Blair permits himself an iota of pride for his skills and successes and thus doesn't take well to being challenged or discredited. All of this gives Blair a tendency to hold grudges towards those who have wronged him, and he can be slow to forgive or let go.
